M1 MBA 无法下载 xcode 命令行工具

新电脑到了，需要配置环境，最基本的要安装 git，在命令行输入 git，提示入选

xcode-select: note: no developer tools were found at '/Applications/Xcode.app', requesting install. Choose an option in the dialog to download the command line developer tools.

然后弹窗入选界面，只要点 安装，就直接卡死，无响应。

求问有什么办法吗，已经严重影响工作了
