Hi, if memory serves me right, the 23andme doesn't provide phred-scaled quality scores of vcf data. Without quality score and other information/test, nobody can tell you whether you have the high risk variant. According to the document http://snpedia.com/index.php/ApoE-%CE%B54 ,many people develop Alzheimer's who don't have an APOE4 variant.
SO, DON'T PANIC :)

If 23andme doesn't provide the whole information of microarray, any interpretation is nonsense.
