我的想法倒是不太一样，我认为程序员需要的工具应该要类似 bash 那样可以灵活组合，并能像 jupyter notebook 一样可以定制并持久化。但是 bash 终究只是命令行并且 shell 语法很多人用不习惯，所以我倒是做了一个原型项目 javascript/typescript 的 notebook+包管理，试图在之上实现一个 js 的 shell 并具备脚本调起 ui 的功能。

但 Go 是带 GC ，C 不带，古法编程时体感复杂异步代码时很难保证没有内存问题，不知道 CC 解决的怎么样。

因为 C/C++跨平台本就不怎么样，autoconf 更是重量级，要跨平台就 libuv+CMake 。
确实 2GB 以上大文件不算罕见，但就像你说的，这是 ABI 不兼容，对于 c/c++，兼容性更重要。虽然 Glibc 自己都做不好 ABI 兼容。
